Cisse was a three-star recruit in the class of 2023 who signed with NC State out of South Carolina. He played early for the Wolfpack, registering 10 tackles and one interception as a freshman. In more of a full-time role in 2024, Cisse tallied 28 tackles and five passes defended. He helped the team win six games that season.

Cisse transferred to South Carolina for the 2025 season, totaling 27 tackles, one interception and five passes defended for the Gamecocks. He played well, but the Gamecocks had a disappointing season.

Following the season, Cisse declared for the 2026 NFL Draft. He is currently projected to be a day two pick.

Cisse is a great athlete for the cornerback position. He has good quickness and agility, as he can start quick, but also changes directions well with smooth hips. He can convert that short-area quickness into long speed, as he can keep up with receivers vertically. Cisse has good body control and leaping ability, too.

He is a versatile player, as he has the ability to play zone or man. Cisse plays zone coverage using his good athleticism to recover when the ball is in the air to get in position. In man-to-man coverage, Cisse is able to mirror receivers well and can limit separation. He also has some extra added versatility, as he has played outside and at nickel during his college career.

His run defense has been aggressive and impactful. Cisse plays through blocks on the outside well and then gets through traffic to go pursue ball carriers. He is able to close on a play with a good form tackle as well. If Cisse is asked to play nickel, his run defense can be a real asset from the inside.
